The foam that is in the rear section of the keel, behind the lead, was pretty saturated. I will say, that once the cut seen above was made, the foam dried out some. I have worked with saturated foam that NEVER would dry out before, but Ensign owners might get some comfort knowing that if you drill holes in the lower rear part of the keel in the fall, perhaps a lot of the foam will dry out, and perhaps "weeping" through the glass will dissapate. Alternatively, one could cut open the aft portion of the keel and dig out the foam, and replace it with new foam after drying everything out. Then of course reseal the top of the keel (bottom of the bilge) really well.
